Taxation
An information circular from Municipal Affairs and Environment was circulated to all members by email and presented at the meeting stating: Councils are reminded that unsupported taxation and failure to link taxes, fees or adjustments with the necessary legislative authority under the Municipalities Act 1999 may expose council to unnecessary litigation and/or financial liability.
Therefore, if municipalities are served by a water system, sewage system or a water and sewage system, municipalities are required to charge the water and/or sewer tax to the owner of real property that is connected or capable of being serviced by that system. This is not a discretionary tax.
2nd Quarter Financial Reports
The 2nd Quarter Financial Reports were presented to and reviewed by members and found to be average and on par.
Public Works: Chlorine Readings
Chlorine Readings for the month of June were presented to and reviewed by members. Readings were satisfactory and within guidelines.
Water Usage/Flow Data
The average water usage for the month of June was 132,763 gallons per day.
Public Works: Valve – Main Street
Town workers attempted to repair the shut off valve in the vicinity of 304 Main Street but were unsuccessful.
Screen Cleaning
Screens were cleaned on July 19th, as per schedule. The report and pictures were presented to and reviewed by members.
Water Resource Water Report
The Water Report from Water Resource is available online. The samples taken last fall indicate the THM’s and HAA’s were up.
Curb stop damage

Hydrant Painting
Members were in agreement that the hydrants need to be painted throughout the community and barricade should be in place during painting. Members were informed that workers will be cutting the grass/alders around hydrants as soon as possible.
Guard Rail/Wet Well
The barricade at the wet well is not acceptable and needs to be completed as per specs. The pulley for screen removal needs research as to location – track on ceiling. Mayor Howell and Councillor Howell will visit the wet well to determine pulley system required.
Fire Dept: Fireman Resignation
The resignation of Lieutenant Enos Wheaton from the Carmanville Fire Department was accepted by Council as per his request.

New Business: RCMP Update
Members were informed that the new RCMP Corporal has been chosen but the arrival date has not yet been determined.
RCMP response re Dirt Bikes
The RCMP response regarding the use of Dirt Bikes and Quads on town roads was presented to and discussed by members. It was noted that Council previously requested a zero tolerance with regard to dirt bikes and quads on town roads and members feel it is the responsibility of the RCMP to enforce the Highway Traffic Act with regard to off-road vehicles.
Permit – Extension to residence
The request to build an extension 14 ft. x 26 ft. to the residence at 252 Main Street was approved as per policy.
Permit – Shed
The location to build a shed 16 ft. x 20 ft. at 103 Main Street was approved by Newfoundland Power. The permit request to build the shed was approved by Council as per policy and adhering to the Town’s Accessory Building Permit Regulations provided.
New Business: Amusement Park
The proposed Amusement Park is now being reviewed for environmental assessment. Concerns will be accepted in writing to the Minister of Municipal Affairs and Environment by August 9, 2019. The Minister’s decision deadline is August 19, 2019.

The MNL Convention is scheduled for November 14th to 16th, 2019 in St. John’s. Any member wishing to attend should contact the office for registration.
SAM Fall Meeting
The SAM Fall Meeting is scheduled for September 20 and 21, 2019 in Gander. Both delegates (Deputy Mayor Peddle and Councillor D. Howell) have agreed to attend.

Trans & Works update
MHA Derrick Bragg has requested funding from the Minister of Transportation and Works to resurface a section of Main Street between the School and Howell’s Avenue Intersection.
Trans and Works supervisor in Lumsden advised next week the asphalt plant will be in Lewisporte and they will be repairing roads (potholes) in Carmanville then.
