Presentation: Mayor Howell presented a 12 year Long Service Award from Municipal Affairs to Councillor Dale Howell. Councillor Howell was congratulated by all members for her 12 years of service to the Town.

Culvert extension and widening of the entrance to the Rink will be done this week if possible.

Collection Report Nov.
The Collection Report for November was presented to and reviewed by members. Collection has been steadily progressing throughout the year.
Rink Boards
The Rink Boards will be and installed on January 9th, 2023.
Public Works: Water Report
The water test results from samples taken by Government Services on December 6th, 2022 were satisfactory.
Screen Cleaning
The screens were cleaned on December 15th, 2022. The screen cleaning report was presented to and reviewed by members.

Budget 2023: Motion-4694-22-Councillor G. Blackwood/Councillor M. Nippard
Resolve to adopt the 2023 Budget balanced at $897,801.00 with the Residential Mil Rate remaining at 5.75; the Commercial Mil Rate remaining at 8.25 and the Minimum Property Tax Rate at $350.00. The Water and Sewer Tax Rate remains at $400 and the Residential Water Only Tax Rate remains at $300. All other taxes and fees remain unchanged and as stated on the attached 2023 Tax and Fee Structure.

The proposed Budget for 2023 was further discussed and clarified so all members had a good understanding of the budget being presented as they should prior to the vote being taken.

Arising: Culvert Extension/Rink Entrance
Plans to extend the entrance to the rink by adding to the culvert on the down harbour side of the driveway are ongoing. Both sides will then need to be rocked up and the entrance widened as soon as the culvert extension is received.
Assessment Review Commissioner
Written notification has been sent to the Assessment Review Commissioner as appointed by Council. The rate of pay is $150 per appeal as per the going rate.

Budget 2023
Projected Expenditures and Revenue for 2023 Budget were discussed by members. (Councillor M. Nippard left the meeting at 8:20 p.m. due to a conflict of interest for one of the items discussed)

The Budget will be prepared as discussed and agreed by members and brought back to the next meeting for adoption.
Finance: CEEP
Members were in agreement that the Community Enhancement Workers would work on the ballfield while weather permits. They further agreed to contact the CEEP Administration to add building a storage unit/cabinet in the Fire Hall if the weather changes and the workers cannot continue working on the ballfield.
Public Works: Chlorine Readings
Chlorine Readings for the month of November were presented to and reviewed by members. Readings were within the recommended guidelines.
Monthly Usage/Flow Data
The Monthly Usage and Flow Data for the month of November were presented to and reviewed by members. The average water usage was 119,104 gallons per day.
Fire Dept: Air Leak – Pumper
Members were informed that there is an air leak in the lines of the Pumper that the Town Worker has been unable to locate. Members were in agreement to make an appointment at Triple T to get the air leak repaired.

Christmas Office hours during the Christmas Holidays were discussed by members. Further research is required and results will be brought back to the next meeting for further discussion.
