Business
Arising: Chemical Feed Pump
Silicone grease was recommended by Hefford’s Contracting to coat the bolts used in the Chemical Feed Pump so they wouldn’t corrode which has previously ruined several pumps beyond repair. Councillor Blackwood suggested Food grade grease might also be acceptable. Further research is required regarding the safety of both as the pump is used for drinking water.

Information on 2022 Communities in Bloom was emailed to members February 15th, 2022 for their perusal.
Community Cleanup Project
Mayor Howell reviewed the criteria for this project and presented his findings to members for discussion. The information will be forwarded to the Habitat Committee for their perusal.

Change Order was required due to an increase in estimated quantities such as flag person wages, supply and place sods, extra main line excavation, extra service line excavation, extra service pipe – water and sewer, extra 250 mm valve, extra 150 mm valve and restraints, and extra asphalt replacement. Further, that approval is given to Mayor Howell to sign Change Order # 7 on behalf of the Town of Carmanville.

Public Works: Mitre Saw
Town has purchased a new Mitre Saw. The old saw will be put on tender noting that it is unsafe for use in its current condition. Notices will be posted and sealed bids will be opened at the next Council meeting on March 14th, 2022.
Fire Dept: Pump Compartment Heater
A quote has been received from Thomas Coffey Technical Services to repair the pump heater which keeps the pumps and pipes from freezing in the winter time while travelling to a call. Two more quotes will be obtained (if possible) and results will be brought back for further discussion.

Arising: Water Usage/Leak
The water leak has been located. Members were in agreement to wait until spring to do the repairs and the Town Worker will monitor and advise of any change.
Concrete Reuse – Outfall
A letter of support has been received from Service NL following their site visit to inspect the concrete and the proposed location for disposal. The application to Water Resource Management will be forwarded as soon as possible.

Resolve that as per Municipal Infrastructure Policy, the Town of Carmanville shall recover $500 per installed service for each residential dwelling completed under the current contract with the Contractor. The approval of servicing to within 1.5 meters of residential dwellings in the amount of $500.00 per residential dwelling shall be deducted from the Contractors Contract Amount but the Town of Carmanville shall pay the full amount to the Contractor in keeping with the department’s policy.
Residential services installed totals 22, therefore $500 x 22 services equals $11,000.00. While this Credit Change Order reduces the contract value payable to the Town of Carmanville, the Town is obligated to pay the Contractor the cost to service these residential dwellings in the amount of $11,000.00. This is being done to record in MSIS that the cost recovery has occurred and that the town has completed the requirements set forth in the policy attached to their approval letter.

Chop Saw

Screen Cleaning
Screens were cleaned on February 1, 2022. The report and pictures were presented to and reviewed by members.
Public Works: Chemical Feed Pump
The screws in the Chemical Feed Pump Head have corroded resulting in the pump being ruined beyond repair. This is the third or fourth time this has happened. We followed the advice of the supplier and changed out the screws with the diaphragm every 6 months but the problem is still occurring. Research is ongoing with regard to a coating for the screws to prevent corrosion and whether we could purchase different types of screws or purchase the screws separately and change them out more frequently. Results will be brought back to the next meeting for further discussion. The new Chemical Feed Pump purchased as back-up is now in service.

The Municipal Emergency Plan is due for revision to include the updates to contacts. This will be done as soon as possible.
