MIN2715: Mayor Howell asked if there were any errors or omissions to the Minutes of the Special Meeting of Council held on Wednesday, December 16th, 2015 which had been circulated to all members.

Resolved that the Minutes of the Special Council Meeting of December 16th, 2015 be adopted as circulated. Further that the following Motions from that meeting be readopted.
Motion-3809-15-Resolved that the request for Property Tax reduction for the previous years’ assessments be denied as the town has to invoice based on the assessed value provided by the Municipal Assessement Agency per year.
Motion-3810-15-Resolved that the request for Water Tax Exemption be granted as of 2015.
Motion-3811-15-Resolved that the Tax and Fee Structure for 2016 be adopted as presented.

Resolved to adopt the 2016 Budget balanced at $675,765.00 with the Residential Property mil rate at 5.75; the Commercial Property mil rate at 8.25; the Minimum Property Tax and Poll Tax at $325.00. All other taxes and fees remain the same. Further since there is currently no newspaper delivery in town, the 2016 tax and fee structure will be mailed to each resident with a newsletter detailing changes to the 2016 Budget.

Business
Arising: Line Flushing – Boil Advisory
Confirmation received from Government Services and Water Resource Management representatives that during flushing of our waterline vacuums are sometimes created on Howell’s Avenue and Noggin Cove Road. When a vacuum occurs there is a risk on contamination and for that reason we should continue to issue a Boil Water Advisory during line flushing.
Curb Stops @ 79 & 81 Main St.
Both curb stops have been repaired.
Chlorine Reading Site –Main St. South
The temporary solution provided by the Part time worker was considered a good job and accepted by members. In the spring a more permanent solution will be looked into.
Geese Problem
Solutions to the geese problem received from the Canadian Wildlife Service are as follows:
- Inform the public that it is unlawful to feed the geese
- Fencing or any kind of barrier can be installed on property as the geese don’t like to go over it or under it.
- Install a flagpole or post with shredded garbage bags as the fluttering in the wind will keep the birds away

Public Works: Water Report
Satisfactory.
Fire Dept: Budget
Funding for the purchase of Fire Hoses and Pump requested through a FES Special Assistance Grant was not approved again this year. Funding for both the Hose and Pump will be included in the 2016 Budget.
S. C. Parade
Approval was given to use the new Fire Department Pickup in the S. C. Parade if it is operational by that time. If not, the town pickup can be used to pull the Santa Sleigh.
Christmas Turkey/Ham

Town Garage/Inventory
Part time worker has completed an inventory of tools at the town garage and built shelves to store them. Pictures were circulated to all members. Garage is to be kept clean and organized in the future.
