This Special Public Meeting was called to discuss the proposed Budget for 2019 as previously presented to and agreed upon by the Finance Committee. Members reviewed and discussed the projected expenditures and income as presented.
Budget 2019

Resolve to adopt the 2019 Budget balancing at $981,466.13 with the mil rate remaining at 5.75 Residential & 8.25 Commercial; Water and Sewer tax at $400/year; Water tax at $300/year and all other taxes and fees remaining the same as the 2018 tax structure.

Arising: Waterline Leak/Shut off
Correspondence has been sent to Stewart McKelvey Law Firm for advice on options available to the town regarding this topic. Results will be brought back to the next meeting for consideration of action to be taken.
Garage Rewire/Upgrade Quotes
Three quotes have now been received but further research is required regarding the Service NL requirements relating to the rewire. Further, members were in agreement to apply to use the Gas Tax Funding for this project. When all the required information is obtained, it will be brought back to council to award the project.

Resolve to complete a CIP to the Gas Tax Secretariat to use our Gas Tax Funding to cover the cost of the electrical upgrade to the Town Garage.

Burry’s Turn around
Members were in agreement to dig test holes on the property to determine the amount of bog, if any. We are also waiting on a response from legal and researching garbage pickup for that area in the interim. Results will be brought back to next meeting for consideration.

Arising: Back up Part time worker
Members were in agreement to advertise for a casual backhoe/loader operator for emergency callouts only when the full time employee is not available.
Fire Dept. Incident Report
Members were informed that the Fire Dept. automatic overhead door opener has been repaired.
FD Leave of Absence
Clarification was received regarding the leave of absence previously approved for firefighter Enos Wheaton. The leave is approved for 6 – 9 month duration as requested.

Public Works: Boil Water Advisory Lifted
The boil water advisory was lifted on December 7th, 2018 at 3:05 p.m. as per results from Government Services.
Public Works: Chlorine Readings
The chlorine readings for the month of November were presented to members. Readings were within guidelines.
Monthly Usage/Flow Data
The average water usage for the month of November was 136,147 gal. per day.
Water Usage South Side
The outside worker advised that we no longer need the water running at Eastern Fish Markets to keep the chlorine levels up since there is continuous water running at the end of Main Street South. Members were in agreement to leave the water running at Eastern Fish Markets.
Screen Cleaning
The screen cleaning report from November 27th, 2018 was presented to council.
Fire Dept: Fireman’s Ball
Members were in agreement that the Fireman’s Ball would be tentatively scheduled for spring 2019.
