Arising: Rec Electrical Tender Update
Councillor Winsor has spoken with the MHA Eli Cross and his Assistant. Talks are ongoing between Mr. Cross and the new Minister and plans are in the works to set up a conference call between them and representatives from the town to try and resolve the problem.

Tree Lighting
General Agreement that the Tree Lighting would take place on Friday, December 12th, 2014 at 7:00 p.m.
Street Lighting
General Agreement that the changes presented from Newfoundland Power regarding the new street light installations are approved as presented.

Finance: CNWM Tipping Fees 2015
Written notification has been received from Central Newfoundland Waste Management that the 2015 Tipping Fees for Wet/Dry and C & D Mixed materials will increase to $122.00/tonne; and the C & D Sorted materials will increase to $15.00/tonne. The 2015 Curbside Collection Fees will also be increased to $77.00 per household.
Public Works: Water Report
Satisfactory.
Water Quality Report
The 2014 Winter Water Quality Report indicates the THM’s and HAA’s were up slightly from the previous report.
Dump Inspection
The Waste Disposal Site Inspection performed on September 8, 2014 indicates the final work at the old landfill site will be completed within the next year.
Public Works: Fall Cleanup
The Fall Cleanup was a huge success with 5 loads of C & D Materials, 1 load of Tires and 4 loads of Metals delivered to the Transfer Site. Total weight was 5470 kg. and cost $218.40 in Tipping Fees.

Vandalism/Property
Pictures were circulated and members were updated on the recent vandalism that occurred on a vacant property in town. The neighbours called the RCMP and were given authority to cover the graffiti which has already been completed.

Business
Arising: Rec Electrical Tender Update
The meeting between the Assistant to the Previous Minister of Government Services and the new Minister of Government Services to help us get the Architect Stamp did not resolve anything. The new Minister has offered no help and said we still need the Architect’s Stamp so we are back to square one. General Agreement to set up a meeting with our MHA Eli Cross, Councillor Sam Winsor and Clerk/Manager to try and resolve the issue or get the required stamp.

Arising: W/S Update
Engineer responded verbally to the letter he received. Said he is willing to meet with Council to discuss the issue if that is Council’s decision. He advised that he has information and written documents that support the delay in the tendering process. General Agreement to wait and meet with him early in the spring to ensure the tendering process proceeds in a timely manner.
The Capital Works Application and the New Building Canada Fund Application have been submitted – 1 Electronically and 1 by Mail as the MSIS System would not accept the application due to the high volume of applications being submitted at that time.
Waterline Flushing
General Agreement to postpone the line flushing until the week of November 17 due to the Remembrance Day Holiday on Tuesday, November 11th, 2014.
Remote Attendance
Waiting on response to request for information from PMA and other Towns.
MAA – Ballot – Central Director
It was agreed to wait until the next meeting to cast the ballot for the MAA Central Director. A request for support has been received from one candidate; this will give the other candidate time to submit his/her request/bio.

Finance: 3rd Quarter Financial Reports
Circulated and reviewed by members. Arrears are being worked and there has been some improvement. There will be more time spent on collections when the extension to the office has been completed.

Overall readings were good and within guidelines.

Works: Monthly Water Usage/Flow Data – Oct.
Average 120,000 gals/day.
Garbage/Trail behind Rink
General Agreement to send Outside Worker up to check out, take pictures and pick up the garbage reported on the trail behind the rink. Further to check out/pick up the garbage on the private property along Route 330.
Potholes/erosion – roads
Complaints have been received regarding the erosion along the shoulder of the road in several places, potholes and the water problem at Goodyear’s Hill that should have been taken care of. General Agreement to contact Transportation and Works and see what can be done to correct these issues.
Fire Dept: 911 Boundary Map
Reviewed and approved by members. General Agreement that it would be completed, signed and returned by the Clerk/Manager.
Town Pickup/Trailer-Community Bonfire
A request to use the town pickup and trailer to pick up alders/trees from a non-resident’s private property to use in the community bonfire was discussed by members. General Agreement that this request would not be approved due to the precedent it would set with clearing/picking up alders/trees from private property.
Pumper/Child Passenger
On Friday, October 24th at 2:45 p.m. a Councillor observed the pumper pull into the Fire Hall parking lot. A fireman stepped out on the passenger side, followed by a young boy of about four years of age. The pumper had just delivered water to fill up wells in Frederickton and Noggin Cove. This practice is against town policy and definitely an insurance/liability concern. General Agreement that a letter be written to the Fire Chief to inform members of the incident and the seriousness of the situation had an accident occurred or a fire call come in when the child was in the vehicle. Further to remind them that when they take children in the vehicles as in a parade or field trip event, they have to notify the Clerk/Manager in advance as the insurance provider must be informed to ensure coverage in the event of an accident.
