Business
Arising: Property Across from Rink
Members were in agreement to check with the owner to see if 8 or 12 feet would be enough to give him access to his land prior to fencing. Members will be informed of his response.
Chlorine Pumps
A new valve has been ordered for the Chemical Feed Pump and the back-up pump has been sent out for repair. Members were in agreement that if the back-up pump cannot be repaired, a new one would be purchased.
Auction
The date set for Auction of the property at 312 A Main Street is June 8th, 2017 at 1:00 p.m. in Council Chambers.
Town Pickup
An appointment has been made at Bodyworks in Gander to get the damage to the new Town Pickup repaired. Action Car & Truck Accessories are paying for the repairs.
BA Hydro test/valve replacement
Cylinders have to match the Breathing Apparatus set they are used on. They cannot be interchanged. Also the Breathing Apparatus (Mask) has to be flow tested every year, if they are Survive Air they have to be done by K & D Pratt. This information has been passed on to the Fire Chief and Secretary. 2 Breathing Apparatus and 3 or 4 cylinders have been sent to K & D Pratt for flow testing and hydro test and refill.

Collections Report
The Collections Report for March was circulated to and reviewed by members. The collection of arrears is ongoing. There are water shut offs planned for May and court action planned for the summer on accounts that have not responded to their notice of arrears.
1ST Quarter Financial Report
The 1st Quarter Financial Report was circulated to and reviewed by members. No concerns or issues were identified.
Town Insurance
The town insurance renewal was reviewed by members.
AES Student Application
Members were in agreement to apply as in previous years.
Public Works: Water Report
Satisfactory
Road Condition
Members were in agreement to register a complaint to Minister Al Hawkins regarding the condition of the road; in particular the section between G & M Services and the Post Office is in dire need of an upgrade. Further that a copy of the letter will be posted on the town website and on the town bulletin board.
Snow Clearing at the Rec (Added to Agenda)
Snow clearing the exits at the Rec Center and a broken rail on the upper bridge was discussed. The Rec. Committee takes care of clearing snow from all exits at the Rec. Center and repairs to their bridges. The importance of keeping all exits clear as it is a public building has already been passed onto the Rec. Chair and arrangements have been made to fix the broken rail and to keep the bridges on all exists clear of snow in future.
Fire Dept: Application for Funding

A letter was received from Cpl. McRae stating their satisfaction on the use of the new Phone App to date. Notifications are received by the phone app immediately following the pager notification.
Habitat: Envirofest Grant
Councillor Linda Bailet informed members that the Habitat Committee has received an Envirofest Grant from Newfoundland Power for community garden boxes.
Green Team
Councillor Linda Bailet informed members that the Habitat Committee has received approval for 4 summer students for a Green Team which will be funded by the Hamilton Sound Credit Union.

Municipal Symposium
Mayor Howell and Councillor D. Howell will be attending the upcoming Municipal Symposium.
SAM Spring AGM
The SAM Spring AGM will be held in Torbay on June 2nd and 3rd, 2017. Councillor L. Bailet will be attending.
Hurricane Awareness Tour
Mayor, Councillors and Staff are invited to a VIP Tour of the hurricane aircraft and to meet the hurricane experts on May 7th, 2017 at 9:15 to 9:45 a.m. Anyone interested in attending need to notify the office as confirmation of attendance is required as soon as possible.

Resolve to apply for the 2017-2018 Municipal Capital Works Program for Phase 3 of our Water and Sewer Project in the amount of $1,000,000. This phase will start where Phase 2 ends and continue with the replacement of current waterlines and the installation of new sewer lines as per the previous phase.

Average flow for the month of March was 147,768 gal/day.
Chlorine Readings – March
Chlorine Readings for the month of March were within guidelines.
Utility Trailer
Members were informed that the town Utility Trailer is worn out and needs to be replaced. Clerk/Manager will check prices of second hand utility trailers the size of ours that are for sale and bring results back to Council.
Chlorine Pumps
Members were informed that the valves on the Chemical Feed Pump had to be replaced on the weekend so we need to order replacements. Members were also advised that the Back- up Chemical Feed Pump needs to be sent out for repair.
Fire Dept: Invoice/Phone App.
Members were informed that the invoice for the phone app was sent in error and does not require payment.
Fire Dept: Fire Equip. Program Application
The 2017-18 Fire Fighting Equipment Application was received at the office on April 11th, and has been forwarded to the Fire Chief for their input. Results will then be brought back to Council for approval and submission of application.
Firefighter Injury
A firefighter sustained an injury to his ankle while responding to a recent fire call which resulted in a trip to Emergency. Members agreed to compensate the firefighter for the trip using the Government mileage rate. Further that this compensation will become policy for future incidents of this nature.

Municipal Symposium
Members were reminded that the Municipal Symposium is scheduled for May 4 – 6 and anyone wishing to attend should contact the office within the next week or so to get registered.
PMA Convention Update
Clerk/Manager gave a brief update on some of the recent topics presented at the PMA Convention earlier this month.
Property across from Rink
Members were in agreement to fence the property across from the Rink, starting the fence post about 12 ft. from the building next to the property to allow the owner access to the back of his building. It was further agreed to notify the building owner before blocking off the driveway. The area would then be fenced and picnic tables would be set out for visitors to our town.
