Business
Arising: Cube Van/Truck

Resolve to continue with the search for a 2018 – 2020 Cube Van with a 16 ft. box, low mileage as possible, no rust if possible, no hydraulic lift in the back but requires a roll up door at the back. Funding allocated towards the purchase of the vehicle is $32,000.00.

Water @ 92 Main Street
The curb stop has been dug up and repaired. However, it can’t be determined whether the water running down the gravel driveway is from snow melting or a service line leak until the snow melts. This water is still being diverted to the ditch and will continue to be monitored by the Town Worker and Transportation and Works. Water coming from the snow melting on the lawn is going onto the road as there is no ditching in that area so it has nowhere else to go. Transportation and Works will look at solutions to the problem later in the spring.

Collection of arrears is slowly but steadily progressing.
Water & Sewer Project
Mayor Howell and Town Clerk/Manager met with the Engineer March 11th, 2024 and reviewed the preliminary drawings for the Water and Sewer Project. The drawings were presented to and reviewed by Council. Members were in agreement that the drawings presented represented what was requested in our application. The drawings will now be sent to Municipal Affairs to start the tender process.

Resolve to write the Minister of the Department of Municipal and Provincial Affairs to request approval to service residential dwellings to within 1.5 meters of the structure due to a significant amount of rock in the area.

Public Works: Water Report
The water report from testing by Government Services on March 5th, 2024 was satisfactory.
Chlorine Readings
Chlorine Readings for the month of February were presented to and reviewed by members. Readings were within the recommended guidelines.
Public Works: Water Usage/Flow Data
The water usage and flow data for the month of February were presented to and reviewed by members. The average water usage was 156,284 gallons per day.
Vehicle Inspections
The vehicle inspections were presented to and reviewed by members. The vent valve for the gas tank on the town pickup is currently being monitored.
Chlorine Pump
The Chlorine Pump purchased from Kean’s Pump Shop on June 20, 2023 is not working. The supplier has been contacted to replace the pump under warranty. We are currently waiting on their response.
Fire Dept: SCBA’s – Honeywell/Survivair
Fire Services Division of the Department of Justice and Public Safety has advised that the Honeywell and Survivair SCBA’s will be discontinued as of December 16th, 2024. This means that these sets will no longer be listed as NOISH approved or certified and they will no longer be manufactured, sold or distributed. Support parts and repairs will also be discontinued.
The Fire Department has 6 of the Honeywell/Survivair SCBA’s affected by this and possibly 19 tanks/cylinders could be affected.
FES recommends that all Fire Departments using any of the equipment listed on their notice prepare to replace it. The average cost of an SCBA is $10,000 plus tax.
Further research is required and the information obtained will be brought back to Council for further discussion.

Training – First Aid

Resolve that the request to offer a First Aid Course to the 3 Junior Firefighters and 2 Firefighters on April 20th 2024 be approved as presented. Further approval was given to open seats to the public to offset the cost to deliver the course.

Regional Training - Electric Vehicle Fires

Resolve that the request for the Fire Department to host a Regional Training Session by an outside Instructor on Electronic Vehicle Fires on April 21st be approved as presented with the understanding that FES will reimburse $500 as the course will be offered regionally.

Fire Dept: Fire Truck for consideration
Pictures and Specs of a 1995 Hazmat response unit at the cost of $25,000 and located in Ontario were presented to Council for consideration. While the unit seems to be in good shape, the age of the vehicle and cost to ship here raises serious concerns. Council is committed to obtaining a newer vehicle between 2018 and 2020 and is continually checking for vehicles in this range.

Business: Rink Signage
Phoenix Academy has advised that the K – 6 Classes will participate in a contest to design a sign for the Rink. Members were in agreement that the sign should read: “Carmanville Community Rink”.
MNL Symposium
The MNL Symposium is scheduled for May 2nd to 4th in Gander. Any member wishing to attend should contact the office to get registered.
