Business
Arising: Video Surveillance
As per the OIPC (Office of the Information and Privacy Commissioner) Guidelines for Video Surveillance by Public Bodies, a Policy and Procedure must be developed and implemented prior to the installation of video cameras. Research is ongoing regarding the type of cameras needed for each site. Results and draft policy and procedure will be brought back upon completion for Council’s consideration.
Shuffleboard – winter storage
The Shuffleboards have been covered with a tarp and snow fencing put around the perimeter for protection during winter weather.
Water Leak Route 330

Resolve that following consultation with the Town Engineer the air vacuum relief valve will not be replaced. Town Engineer advised it is no longer required as there is no longer a need for it and a new one was installed at the Chlorination Chamber in addition to one near Grandfather’s Pond and one near the Interpretation Center.

Resolve to engage consultant Harty Engineering Consultants for the Water and Sewer Services Phase 4 – 17-GI-24-00026 as the preferred proponent as per the “Approval to Enter into Contract – Consultant Services” letter from Municipal Affairs. Further that authorization is given to the Mayor and Town Clerk/Manager to sign the Prime Consultant Agreement on behalf of the Town of Carmanville.

Municipal Affairs Inspection
An Inspection Report from Municipal Affairs on the Inspection conducted on September 14, 2023 was presented to and reviewed by members. The Comments and Recommendations stated on the report were as follows:
- Immaculate Record Keeping and Receipts
- Tax receivables seem fairly high and further efforts should be made to collect tax arrears.

Safe Grad Donation
Members were in agreement to donate two $25.00 gift cards to the Safe Grad as per policy.
Public Works: Screen Cleaning
The Screen Cleaning report and pictures of the screens which were cleaned on October 17th 2023 were presented to and reviewed by members.
The pressure washer cannot be repaired. Members were in agreement that a new pressure washer should be purchased at the best possible price.
Rink Fencing/Netting
Research is ongoing regarding the best type of fencing or netting to place at both ends of the rink for Hockey to be played on the rink.
Results will be brought back for further discussion.
Fire Dept: Deputy Chief Position
A letter of resignation from the Deputy Chief Position was received from Craig Boone. Members were in agreement to send a letter of thanks to Craig for his past service, dedication and commitment while he held this position.
First Aid Annual Training
The Annual First Aid Training will be held on November 14th, 2023. The Part-time Town Worker will be scheduled for this training.
Fire Dept: Cube Van
A picture of a 2015 GMC Savana 3500 Cargo Truck/Van at $18,500 received from Fire Chief White was presented to and reviewed by members.
Regional Electric/AFV Training
A Regional Electric/AFT Training Course is being hosted by the New-Wes-Valley Fire Department on November 5th, 2023. This information has been forwarded to our Fire Department for their perusal.

Applications are accepted through FES from January 1st to March 31st annually. The cost of a Fire Dept. Rescue Vehicle would be eligible for 80/20 split if approved. Council will meet with the Fire Department Executive prior to January to discuss the options and type of Rescue Vehicle required.
Video Surveillance
Different types of video surveillance were discussed and contacts brought forward to be checked out. Results will be brought back to next meeting for further discussion.
Water Leak Route 330

Collections Report
The Collections Report for September was presented to and reviewed by members. Collection of arrears is steadily progressing.
Public Works: Water Report
Results of the Water Testing by Government Services on October 4th, 2023 were satisfactory.
Public Works: Chlorine Readings
Chlorine Readings for the month of September were presented to and reviewed by members. Readings were within recommended guidelines.
Monthly Water Usage/Flow Data
The Monthly Water Usage and Flow Data for the month of September was presented to and reviewed by members. The average water usage was 163,713 gallons per day.
Filter/Swab Lines
A resident submitted a picture of a dirty filter for Council’s perusal. Government Services were shown the picture and their response was that this was normal. The filters absorb all the tiny particles in the water that are not visible and not harmful.
Members were in agreement to have the waterlines on Main Street South swabbed and the waterlines on Main Street North flushed through the hydrants on November 2nd or as early as possible after that date.
