Arising: Rink – Concrete work
The request for tenders to complete the concrete work at the Rink has been issued as per the specs provided by the Engineer and reviewed and approved by members via email. The closing date is Monday, October 17th, 2022 at 2:00 p.m.
Members were in agreement that if there is cement left over from the Rink, it would be used to place a pad in front of the library box.
Rink – Boards installation
Deputy Mayor Blackwood obtained and presented information regarding a program offered by National Defense when a project benefits the local community and the materials are provided but not the labour force an application could be completed for assistance. Members were in agreement that the Town Workers would be used for help with the rink board installation; however, we will keep the information regarding the Nation Defense program for future reference.
Noggin Cove Head Road Tender Award
Request for Tender for ditching/upgrade to Noggin Cove Head Road was sent to five contractors. Tenders closed at 2:00 p.m. on October 4th, 2022. Only one Tender was received – from ANW Construction at $39,554.25 (tax included). All Council Members were in agreement, via email, to award the contract to ANW Construction as per the specs provided.
Swab Lines (Oct. 31 – Nov. 2)
Members were in agreement that the waterlines on Main Street South would be swabbed and the waterlines on Main Street would be flushed through the hydrants as per recommendation from Town Engineer.

Finance: 2023-2024 Municipal Infrastructure Cost Shared Funding

Resolve to apply for cost shared funding through the 2023-2024 Municipal Infrastructure Cost Shared Funding Program ICIP and MCW applications with the Municipal Infrastructure Division of the Department of Transportation and Infrastructure in the amount of $1,211,310.10 for the purpose of installing 16 Water and Sewer Services and a Regional School and put 14 dry sewers in service.
The Town of Carmanville agrees to provide its share (10%) of the cost shared funding for this project should it be selected for funding and acknowledges that project cost above the approved project total cost will be the sole responsibility of the Town of Carmanville.

CIP Approval
Approval has been received from the Canada Community Building Fund Committee of the Department of Municipal and Provincial Affairs in the amount of $89,040.00 towards the cost of the Rink Boards and Engineer Fees.
MNL Central Night Donation

Finance: 3rd Quarter Financial Reports
The 2022 3rd Quarter Financial Reports were presented to and reviewed by members. Town Financial status is on par.
Collections Report
The Collections Report for September was presented to and reviewed by members. Collections are steadily progressing.
Public Works: Water Report
The Water Report from Government Services for test done on October 5th, 2022 was satisfactory.
Chlorine Readings
The Chlorine Readings for September was presented to and reviewed by members. Readings were within guidelines.
Water Usage & Flow Data
The Water Usage and Flow Data for September were presented to and reviewed by members. The average daily water usage was 102,235 gallons.
Sewer concerns MSS
A letter from citizens on Town Sewer on Main Street South was presented to and reviewed by members. Citizens are requesting a meeting with Council to discuss their concerns. Members were in agreement to meet with the citizens to discuss their concerns.
Fire Dept: Donation re Port Aux Basques
The Fire Department requested and received approval from Council (via email) to donate $250.00 to Port Aux Basques to assist with cost incurred with the damages and displacement of residents following Hurricane Fiona.

Purchase of a Commercial Washer for cleaning Bunker Gear will be brought back for discussion during 2023 Budget preparation.
Leave of Absence Request

Recreation: Ballfield
The Recreation Committee informed Council (via email) that they will spend up to $5,000 towards the topsoil and seed or sod for the Ballfield. Members were in agreement that due to the anticipated time the Community Enhancement workers will have cleared the ballfield of alders, it would be best to wait till spring to lay the topsoil and seed or sod, whichever choice the committee makes.
Basketball @ Rink
The Recreation Committee is requesting approval from Council to install in-ground basketball systems outside the rink. Members were in agreement to install the concrete pads for the basketball poles in the spring, after the rink has been completed.
