Minutes: Mayor Howell asked if there were any errors or omissions to the Minutes of the Regular Public Council Meeting of July 17th, 2023 which had been circulated to all members.

Business
Arising: Training/SOP Approvals
Mayor Howell welcomed Fire Chief Nathanael White to the meeting and invited him to begin his presentation. Fire Chief White explained they need a training area to get their offensive firefighting status back. They would need about an acre of land with the ability to connect to town water for their training purposes. They would also need a 300 meter buffer around the training grounds which would be included in the acre requested. Members were in agreement for the Fire Department to form a committee to find a piece of property that would be suitable, check it out with Crown Lands, estimate the work to be done to clear the land and list the equipment/material required and then bring the results back to Council for their consideration.
Fire Chief White then presented several SOG’s for Council Approval. These SOG’s were developed following his FF2 Training. The SOG’s presented covered:
- Prevention of Cancer re Exposure
- Pre-incident Plans
- Residential Life Safety Surveys
- Fire Hall Public Tours and
- Equipment Safety Maintenance

Council congratulated Fire Chief White on completion of the NFPA Firefighter Level 2 with a Gold Seal Status. Members also commended him for his dedication, leadership and achievements with the Fire Department over the past few years. Fire Chief White left the meeting at 8:30 p.m.
Fire Van
Councillor G. Blackwood and Councillor H. Morgan will go to Glovertown to check out the van again in an attempt to get an idea of what it would cost if the town were to have the repairs done and approach the owner for that amount reduction in price. Further research is required regarding the replacement of the membranes. All results will be brought back to the next meeting for consideration.

Finance: 2nd Quarter Financial Reports
The 2nd Quarter Financial Reports were presented to and reviewed by members. The Town is in good standing overall.
Collection Reports
The Collection Reports for June and July were presented to and reviewed by members. Collection of arrears is progressing steadily.
Seniors’ Social Inclusion Funding
The Town has received funding in the amount of $1,000 from the Seniors’ Social Inclusion Initiative Funding. This funding is to promote the social inclusion of older adults.
Members were in agreement to plan a community event to promote the Shuffleboards with a demonstration and offer participation with guidance if possible. Suggestions included that following the games we could have a dinner at the Rec. The funding would then be used to cover the cost of prizes for the games and catering the dinner. The tentative date for this event is September 15th.
Members were also in agreement to invite the school to bring students down in groups to teach them to play Shuffleboard as well. The School will be contacted and these outings can take place over a few weeks up to Thanksgiving.
Main Street South Sewer (Camera)
We have received one quote to date. When 2 more quotes and confirmation for plugging are received, all information will be presented for Council’s decision.
Public Works: Water Report
The Water Report from testing by Government Services on August 1st, 2023 was satisfactory.
Public Works: Chlorine Readings
Chlorine Readings for the month of July were presented to and reviewed by members. Readings were with recommended guidelines.

The Water Usage and Flow Data for the month of July were presented to and reviewed by members. The daily average was 195,834 gallons/day.

New Business: Complaints
Councillor D. Howell brought forward the following complaints on behalf of a resident.
- Sawmill at Noggin Cove Head
- Numerous sheds on Howell’s Avenue
- Debris piled on a residential property
- Roaming animals/by-laws/enforcement officer
Members were in agreement that:
- the report of the Sawmill will be checked out as approval is required from Forestry as well as Council;
- the sheds reported on an individual’s property will be checked to see if permits were issued;
- Debris on residential property will be checked out
- With regards to the roaming animals, there is a Provincial Act (Animal Health and Protection Act) that states that “the owner of livestock shall not permit the animal or livestock to cause a hazard to people, property or the safe operation of motor vehicles”. The Act states that the “owner of livestock shall be liable for damages or injury caused by the animal or livestock to a person or property”.
The act further states that a person may lay a complaint before a Provincial Court Judge. The procedure is outlined in the Act.
With regards to a By-Law regarding Roaming Animals, if the Town was to put in the By-Law, it would have to be enforced which means it would require an Enforcement Officer, a Building to house the different types of animals (the building would have to be up to code), different types of food for different animals, electricity to the building and someone to feed and look after the animals, transportation of the animals, etc. This cost is not within the Town’s Budget at this time.
Letters will be written to the individuals brought to Council’s attention and to the complainant and a copy of the applicable sections of the Act will be provided as well.

Councillor T. Moyles brought forward some concerns regarding the residents at the Home on Howell’s Avenue. Members were in agreement that any business owner or resident should report incidents that are criminal in nature directly to the RCMP and other incidents/concerns can be brought to the attention of the Newfoundland and Labrador Housing Regional Director, Denise Jackman. Her info can be found on the NL Housing Website.
