Minutes: Mayor Howell asked if there were any errors or omissions to the Minutes of the Regular Council Meeting of April 27th, 2015 which had been circulated to all members.

Guest: Steve Tulk was welcomed to the meeting by Mayor Howell. Steve had applied to Crown Lands to build a cabin in the Whitewater Pond/Crackie Pond area. His application was denied by the town as it was outside the designated seasonal development area and within our stewardship management area. This had been Steve’s 3rd application to Crown Lands and each time he applied he was charged a $113.00 processing fee. His frustration was that Crown Lands did not have any indication that the area he was applying for was a stewardship area. If they had the same map Environment and Conservation provided the town when they flagged his application, he would not have completed his application and not had to pay the processing fee. He suggested that all our stewardship areas have signage so that individuals looking to build cottages would know up front which areas were stewardship areas. He also stated that Crown Lands should have maps showing the stewardship areas and they should inform the person as soon as they brought in their application for development.
Mayor Howell thanked Steve for bringing his concerns forward and members agreed that his concerns/suggestions will be brought forward at the SAM Convention later this month and will also be forwarded to the Department of Environment and Conservation. Steve will be kept informed of the outcome. Steve left the meeting at 8:15 p.m.
Business
Arising: Drainage re: Land behind Fire Hall
Mayor Howell presented pictures of the bog and water run off (ditch) on the property. Mayor Howell informed members that the resident has decided to build up his own land and doesn’t need to touch the bog. Members have no problem with him building up his own land as long as it doesn’t interfere with or include work on the bog itself.
F.D. Pickup – list of required items
There are no prices back on the Light Bar yet. Three quotes have been received on the steel to make the rack. Members asked for quotes on aluminum to make the rack and prices on retail racks already made up. Results will be brought back to next meeting.
Town Garage Door
Quotes were provided for a 12 x 12 Garage Door with Glass Windows. Members agreed a Solid Door is all that is required and asked that prices be obtained. If the lowest price is around $2,000.00 let the members know by email and proceed with the order.

Public Works: Chlorine Readings – April
Chlorine Readings during the month of April were good overall and within the guidelines.
Public Works: Monthly Usage/Flow Data – April
Average usage for April wasapproximately 152,000 gal. per day.
Spring Clean up
Tentatively set for June 15th to 19th, 2015 providing the ditches are dry. The clean-up will follow the same schedule as in previous years. Notices will be posted to this effect.
Noggin Cove Head Road
Noggin Cove Head Road was graded today and a new culvert was installed. Another culvert is required further down and ditching needs to be done when it dries up.
Waterline Leak
General Agreement that the leak in the waterline at 250 Main Street is the Town’s responsibility and will be repaired as soon as possible.
Fire Dept: Complaint
Clerk/Manager will email the Fire Member and ask him to attend the next council meeting to clarify his complaint as more detail is required before council can make a decision.

Update – Adventure Central Session
Councillor Bailet gave an update on the session she recently attended with Adventure Central. This session was a follow up to a previous one that focused on tourism – mainly information outlets and services offered. This session focused more on programs offered/available at different locations and people presenting, storytelling, etc. They talked about town websites having a visitor page showing a map of the town and listing the different activities taking place and services available in the community. They also talked about having a Facebook Page that could be managed through an Administrator and could be set up as closed for comments. They talked about advertising on Trip Advisor and services that may be available through the Harbour Authority.
