Concerns were brought forward by a resident that the concrete at the Rink could not be used for fill at the outfall site. Research was conducted and it was determined that the concrete can be used in the area the town designated for fill.

New Business: RCMP Meeting – Update
Councillor D. Howell and Councillor S. Budgell met with officials from the RCMP on October 12th, 2021 and were advised that Corporal Ellis will no longer be residing in the community. The decision was made by the RCMP to relocate her to Gander. There is also a Constable residing in Gander that is assigned to our area. We are under District policing and will still have 2 members patrolling our area.

Minutes of the Elections for Mayor and Deputy Mayor and the First Meeting of the New Council for 2021 – 2025 held on Monday, October 4th, 2021 in Council Chambers.

Swearing in of New Council:
All members completed an “Oath of Office” which will be attached to the official Minutes. Each member will receive a copy for their personal files.
Mayor Election:
Returning Officer conducted the Election for position of Mayor.
Keith Howell was nominated by Gordon Blackwood and seconded by Hayward Morgan. He accepted the Nomination.
Stephanie Blake was nominated by Shawn Budgell and seconded by Mitchell Nippard. She accepted the Nomination.
There were no other nominations for Mayor so the Returning Officer declared Nominations Closed and a vote was taken by Secret Ballot.
The results were:
5 Votes for Keith Howell for Mayor
2 Votes for Stephanie Blake for Mayor.
Keith Howell was declared Mayor.
Deputy Mayor Election:
Returning Officer conducted the Election for the position of Deputy Mayor.
Stephanie Blake was nominated by Gordon Blackwood and seconded by Shawn Budgell. She accepted the Nomination.
Gordon Blackwood was nominated by Keith Howell and seconded by Hayward Morgan. He declined the Nomination.
Hayward Morgan was nominated by Keith Howell and seconded by Stephanie Blake. He declined the Nomination.
There were no other Nominations for the position of Deputy Mayor.
Stephanie Blake was declared Deputy Mayor by Acclamation.
Campaign Disclosure Statements;
The Campaign Disclosure Statements will be completed within the next couple of meetings as the Town Clerk/Manager is waiting on “Commissioner of Oaths” status as required to witness.
Annual Disclosure Statements:
Annual Disclosure Statements will also be completed within the next couple of meetings. They will then be reviewed by members and filed as per the Municipalities Act requirements.
All Members were given Binders containing the Municipalities Act, Councillor’s Handbook and information relevant to conducting Council Business. A brief overview of the information contained was presented to members.
The Election requirements concluded at 8:10 p.m. and the Chair was passed to Mayor Keith Howell to begin the Regular Public Meeting of Council.

Arising: Rink Dismantle (concrete - outfall)
Members were in agreement that the concrete from the Rink Dismantle be used as fill at the Outfall site.
Playground
A letter was received from the Assistant Deputy Minister of the Department of Education stating that they are currently tendering for a new piece of equipment for the playground. Further that when the tender is awarded, they will see if the successful bidder would be willing to install the existing equipment along with the new equipment. The Town was encouraged to continue to work with NLESD on this project.

Capital Works 2021/2022
The Capital Works 2021-2022 application for Phase 4 of the Water and Sewer Project was not approved.
Public Works: Water Report
The water test from Government Services taken on September 21, 2021 was satisfactory. However, the Partial Boil Order is to continue as there is Maintenance Work still occurring in the area.
Sewer Snake (200 ft.)
Clerk/Manager will check with the Engineer regarding the distance between manholes on Main Street South. Results and Prices will be brought back to the next meeting.
Alders
Transportation and Works have been contacted regarding alders that need to be removed at the intersection at Howell’s Avenue. They advised they will be checking this week. It was also brought forward that the alders along the side of the road on Main Street South need cutting. Transportation and Works will be advised.
Public Works: Salt/Sand Container – Army Road

Chlorine Readings
The Chlorine Readings for the month of September were presented to and reviewed by members. Readings are within guidelines.
Monthly Water Usage
The Monthly Water Usage average for September was 195,899 gallons per day. This is considerably higher than normal. Several causes for the increase were discussed and the water usage will be monitored and compared to October’s readings at the end of the month.
Flow Data Chart
The Flow Data Chart for the month of September was presented to and reviewed by members.

A Fire Incident Report was presented to and reviewed by members.
Training School
Due to the rising COVID case numbers, the Fire Training School that was scheduled in Gander is cancelled. The information has been passed on to the Fire Department.
