This meeting was called to discuss the quotes received on the Playground Upgrade and decide who the project would be awarded to.
Quotes received were:
H. Wareham and Sons Ltd $27,975.00 + HST 4,196.25 $32,171.25
D & M Services Ltd. $24,700.00 + HST 3,705.00 $28,405.00
Brinson’s Sand & Gravel $20,480.00 + HST 3,072.00 $23,552.00
The Town Engineer needs to check on the lowest quote to ensure that the Blaster is experienced, the Driller is experienced and the proper insurance is in place before the project can be awarded. The Engineer will also check to see if the church should be appraised for possible damage during the blast. Also, the price must be guaranteed as quoted for the completed job, whether or not other expenses are incurred by the contractor.
Members were in agreement that copies of all insurance and certifications must be provided to the town for retention.

Members were in agreement that the letter would not be sent to the individual regarding the complaint brought forward at the previous meeting as the Town’s Citizen Complaint Policy was not being adhered to by Council in this respect.
Lawn Mower
Members were informed that the Town’s Lawn Mower has been fixed and the purchase of a new one is not required.

Arising: OH&S Committee
The new OH&S Committee will consist of the following members: Mayor Howell, Clerk/Manager Dianne Goodyear and worker, Herbert Goodyear representing the Town, Jackie MacIsaac representing the Rec. Committee, Linda Bailet representing the Habitat Committee and Cory Boone representing the Fire Department. The required training will be scheduled as soon as possible to get this Committee up and running.

The quotes received were presented to Council but the contract cannot be awarded until the Town Engineer has confirmed insurances and all required work is included in the quotes and the approval has been received from Gas Tax Funding.
W.S. Update
The remaining complaints were addressed by the Town Engineer and both parties have reached a mutual agreement.
Public Works: Boil Water Advisory
The Boil Water Advisory was lifted by Government Services on July 24, 2018. Chlorine Readings were satisfactory.

The monthly water usage and flow data for July was presented to and reviewed by members. The average was 184,695 gal/day.

Chlorine Readings for July was presented to and reviewed by members. Readings were within recommended guidelines.

New Business: Permit Request – Garage
The request to build a garage at 1-23 Howell’s Avenue was approved as per Policy and the Town’s Accessory Building Permit Guidelines.
New Business: Roaming Cat Problem
No Animal Control Officers or Town By-laws are in place to deal with roaming cats so there is nothing the Town can do to alleviate this problem.
