Quick Connect Coupler
A Technician from Toromont Cat came out today. Both connectors had to be replaced. With the new connectors and following the procedure previously given to us, it was easy to connect/disconnect the blade. Outside Worker did the connection/disconnection several times and had no problem as well. The Technician said if the connectors got iced up not to use heat but deicer and to keep the ends of the connectors cleaned/greased. He said the type we have is just as good as any out there and if we were to change them out, we need to make sure the type is compatible with our machine or we could void our warranty. He said there is a wing type on the market that is compatible with our machine but he does not recommend them because they have an open end on the connectors that dirt can get in and ruin the pump or hydraulics which would also void our warranty. If the machine was kept inside, there would not be any build-up of snow and ice.

Arising: Hazmat Awareness Training/Books
Two other members of the Fire Department signed up for the Hazmat Awareness course in Grand Falls-Windsor on Feb. 20th. Three (3) Training Books were required as part of the course at the cost of approx. $90.00 each. They have been purchased and following completion of the course will be kept in the Fire Hall and available to all members.
Fire Safety Training-Seniors
A Fire Safety Training to present an Emergency, Fire and Falls Prevention for Seniors is scheduled on May 25th, 2015 at the Gander Fire School. General Agreement to see if any Fire Department Members are interested in taking this training to do a presentation to Seniors. This would also provide a good opportunity for the Fire Department to become more visible in the community.

Public Works: Water Report

Water Maintenance
Water Maintenance Checklist/Reports were submitted by the Outside Worker as requested. It was agreed to purchase a Fire Extinguisher, a new Tank and Saline for the eye wash station at the Chlorination Chamber.
Fire Dept: Member Insurance Coverage
FES advised that volunteer firefighters of Municipal Fire Departments have coverage of the Workplace Health, Safety and Compensation Act, and two hundred thousand dollars ($200,000) Accidental Death Insurance, in the performance of their duties, from the time they leave their residence or ordinary place of employment and return thereto.
PPE/Insurance Coverage
Insurance coverage on personal protective equipment such as Bunker Gear kept at individual residences was discussed. The Town Insurance coverage is for the Fire Hall and Vehicles/Portable Equipment only. Therefore, in the event of a fire at a residence, the Fire Equipment at that location would only be covered by their own personal insurance if they had it. This information will be passed on to the Fire Department Members.
Fire Dept: Ladders
Fire Department members reported all their ladders were outdated and had to be replaced or validated. FES advised that Ladders do not expire. They should be maintained in accordance with the manufacturer’s recommendations and visually inspected at least once a month and after every use. A list of components to be inspected will be forwarded to the Fire Department with the above information.
Fire Training School
The 2015 Fire Training School is scheduled in Gander from May 23rd to 29th. The schedule has also been forwarded to the Fire Department members to determine their training needs.

The Town application for Crown Land for the Outfall and Tank has been registered but a final decision has not yet been made. The letter from the Lands Branch states that the land is not to be occupied until a fully executed title document has been received.
Newsletter
Some things to be included in the Spring Newsletter are: the new Waste Management sorting/recycling information, the new street lights that have been installed, permit requirements for construction and demolition and an update on the W/S Project.
Pre-Budget Consultations 2015
The Pre-Budget Consultations for Central is scheduled for March 2nd at Hotel Gander. Anyone wishing to attend should inform the Clerk/Manager for registration.

Members were reminded that the Wage increase for 2015 is up for negotiation by March 1st, 2015.
Public Works: Water Quality Report
THM’s and HAA’s were slightly above the recommended guidelines on the samples taken by Water Resource Management personnel last June.
Chlorine Readings – January
Chlorine Readings for January were average and within guidelines.
Water Usage/Flow Data – January
Average water usage for January was 152,000 gals/ day.
Loader Hire/Contractor
As per policy – The Town cannot be involved in snow clearing as long as there is another contractor in the area.
Fire Dept: Damage to O/H Door
New weather stripping will be purchased for the Fire Bay Door to repair the damage caused when the van hooked into the stripping while responding to a fire last week.
Mutual Aid Meeting
The next Mutual Aid Meeting in Gander is scheduled for Sunday, February 22nd, 2015.
Fire Dept: Musgrave Harbour Assistance

Members were informed that one person was hired today on the Community Enhancement Program and there are still hours available. General Agreement to post new notices stating that we are still looking for workers and have approximately 100 hours available.
ROE Online Requirements
Clerk/Manager has compiled the town profile to begin completion of ROE’s online and must now visit the Canada Service Center in person for validation to complete the process.
Damage to Rink – Added to Agenda
Deputy Mayor Peddle informed members that all repairs required at the rink have been completed. She said the board under the gate was broken by the Loader during the last snow clearing. General Agreement that the Town replace the broken board and the Rec. come up with some blocks so the Loader can enter the rink without breaking the boards.
