Arising: Volunteer Week
The tentative date is April 25th, 2015 at 8:30 p.m. in the Fire Hall. Plans are underway and will be finalized at the next meeting.
Sander
The Sander did not need to be raised in the back of the pickup as the spreader easily disconnects to allow access to the trailer hitch.

Public Works: Property Damage - Snow Clearing
General Agreement that the damages to the fence that occurred during snow clearing will be repaired in the Spring as per the residents request.
It was also agreed that Councillors and Residents must adhere to the new rules regarding snow clearing.
Chlorine/Forks/Loader
General Agreement that Chlorine cannot be transported to the Chlorination Chambers by Loader. It is to be transported by pickup only.
OH&S/WHSCC Training
Information on training for the new legislation re: OH&S/WHSCC will be obtained from the Municipal Safety Coordinator and results will be brought back to next meeting.
Public Works: Water Distribution Training
General Agreement to arrange on-site training offered through the Dept. of Environment and Conservation for the part-time water operators and a refresher for our full time operator.
Fire Dept: Application for Equipment

MNL Municipal Awareness Day Proclamation May 6, 2015
New Business: Proposed Cabin Development
Members were informed that Crown Lands have received an application to build a Cabin within our Stewardship Zone in the area of Whitewater and Crackie Pond. The application was flagged and sent to the Dept. of Natural Resources. A response outlining conditions the town should consider was forwarded by email. The application was mailed yesterday to the town and will be brought to the next meeting for council’s consideration.

The SAM AGM is scheduled for May 22nd and 23rd, 2015 in Flatrock. Councillor L. Bailet and Clerk/Manager will attend.
Electoral Districts Boundaries
Public Hearings will be carried out throughout the Province regarding the proposal for the division of the Province into 40 one-member districts. Notice will be given advising the time and place of the hearings so interested parties may make representation.
Lands Act Review
A Review Committee will be holding public sessions during the week of March 19 to April 7, 2015 regarding a review of the current Lands Act and delivery model. A session is scheduled in Grand Falls-Windsor on March 25, 2015.
CEEP
During the past week, one worker was hired under the Community Enhancement Program for 30 hours. The Bathrooms, Meeting Room and Kitchen of the Fire Hall were painted during this period. The program end date was extended until March 25, 2015 with close to 100 hours unused.

Business: Central Tourism Session
Adventure Central Newfoundland is presenting a follow up to their previous study as part of a provincial product development plan. This session is scheduled for Wednesday, April 22nd from 2 – 5 p.m. at the Albatross Hotel in Gander. Councillor L. Bailet attended the previous session and will attend this follow up session. If any other member is interested in attending please notify the office for registration.

Mayor Howell welcomed Glenn and Mabel to the meeting and invited them to present their concern to Council. Their Property Tax for 2015 had increased significantly. They felt that they only receive garbage collection service and stated that because they do not have water or hydrant their fire insurance is costly. Because of this, they felt their Property Tax should be reduced. Municipal Assessment Agency advised that they visit 10 properties each year and this property was visited this past fall for the first time since 1998. They also advised that significant improvements had been made to the house and property since 1998 that warranted the increase in their assessment.
They were advised that they still receive Fire Protection even though there is no water or hydrants on Gander Bay Road. It was also noted that Water is a separate issue with a separate Tax. They were informed that Council can only set the Minimum Property Tax Rate and the Mil Rate. Council can’t change the assessed value of their property which is what determines the amount of Property Tax Payable.
Glenn and Mabel thanked Council for their time and left the meeting at 7:50 p.m.

Fire Safety Training-Seniors
Mayor Howell and Councillor L. Bailet expressed interest in attending this training. Clerk/Manager will check with the Age Friendly Coordinator to see if she’s interested in attending to do a presentation to the seniors under this program.

Arising: Hazmat Awareness Training Books
We did not purchase the 3 Hazmat Books as they were not available from FES and were borrowed from the Gander Fire Dept. We may still need to purchase one book for the ongoing Hazmat course.
Newsletter
Circulated and reviewed by Council. A couple of minor changes need to be made and can then be sent out.
Chlorine Tank/Cover
Confirmation from Outside Worker that the cover is and should always be on the Chlorine Tank.

Public Works: Water Report
Water Report was satisfactory. Members were informed that effective immediately Government Services have added two new sites for water testing and the samples will be collected monthly instead of bi-weekly.
Water leak
Members were informed that there is a minor water leak suspected in the main waterline down harbour. Since the pavement needs to be cut to repair the leak, the Outside Worker will monitor it and wait until Spring if possible to repair the waterline.
Chlorine Readings February
Chlorine Readings were normal and within the recommended guidelines.
Water Usage & Flow Data February
Water Usage averaged 160,000 gal per day.
ACWWA Workshop
Will be held in St. John’s on April 7th, 2015
Fire Dept: FD Vehicle Inspection
An inspection of the Fire Dept. Vehicles was conducted on March 3rd and presented to Council for their perusal. All issues identified were minor and will be taken care of by the Outside Worker.

Business: Sorting and Recycling
CNWM is continuing education on their new program and enforcement will start the end of March. It was noted that the empty propane tanks listed under Household Garbage should have read 1 lb. propane tanks only (small, screw on tanks). CNWM’s goal is to keep as much recyclable material out of the landfill as possible.
Stat Holiday March 16
Members were reminded that the office will be closed on March 16th as it is a Statutory Holiday.
JCP Application Deadline March 31
Members were informed that the deadline for JCP applications is March 31st, 2015.
MNL Central Regional Meeting
Members were reminded that the MNL Central Regional Meeting is scheduled for March 27th and 28th in Gander. Councillor L. Bailet has agreed to attend. Any other member wishing to attend should notify the office to get registered and a hotel room booked.
