Finance: Amendment to Municipalities Act
An amendment to the Municipalities Act regarding authority to sell, lease or dispose of Municipal Property was presented to members for their information.
2015 Budget
Acknowledgement from Municipal Affairs that Council’s 2015 Budget has been reviewed and no material deficiencies were revealed.
Tax – Waterfront Property
Discussion regarding the minimum tax imposed on vacant land. Confirmation that other than the minimum tax Council can impose, Property Tax on vacant land must be determined by the assessed value of the property.

Poll Tax Exemption Request

Resolved that the 2015 Poll Tax Exemption be approved as per the request dated January 21st, 2015. Further that a letter be sent to the former resident thanking him for his past services with the Fire Department and asking that all Fire Dept. Gear and badges be returned to the Fire Department.

Public Works: Water Report
Satisfactory
Waterline Leak
A discussion took place regarding a waterline leak on private property from a waterline that is servicing more than one household. General Agreement by the resident and members that the leak will be monitored and will not be repaired until spring unless the situation changes. Further research is required and the results will be brought back to the next meeting for further discussion.
Clean & Safe Drinking Water Workshop
Scheduled for March 24 – 26, 2015 in Gander. General Agreement to send both the Outside Worker and Part Time Outside Worker. Chlorine Readings will be done by Admin. Assistant if she is available during this period.
New Recycling & Garbage Program (CNWM)
Residential garbage will be sorted using a Blue transparent bag for recyclables and a Clear transparent bag for household garbage allowing 2 small privacy bags for sensitive materials. The new program will commence on March 2nd, and anticipate full compliance by March 30th, 2015.

Further research is required and information will be brought back to next meeting for further discussion.
Water Maintenance
Discussion regarding the manual completed by the Regional Water Operator which included check list and logs for water maintenance. Due diligence and liability concerns in the event of an incident were discussed by members. General Agreement that these check list and logs for water maintenance should be completed on a regular basis to provide a paper trail. Further that the Water Operator will be required to submit the appropriate records/check list monthly to Council for review.
Public Works: Snow clearing
A letter was received from Tulk’s Trucking informing the town that they are capable and ready to do snow clearing and spread gravel when required by residents. As per the Municipalities Act, the town will no longer offer these services as long as they are provided by this business. A meeting with the owner/operator is scheduled for tomorrow.
Town Pickup Repairs

Course is offered in Grand Falls-Windsor on February 20th, 2015. Information has been forwarded to the Fire Dept. for their consideration.

Minutes, Inventory, and Equipment Maintenance
Members discussed due diligence and liability coverage for Council and the Fire Department Members in the event an incident occurs. General Agreement that check list, maintenance and record keeping would be required to prove due diligence in the event such an incident occurred. The following suggestions were made in this regard.
That their last inventory list be updated on a regular basis and kept for retention and future reference
That the checklist provided by FES on the fire equipment be maintained, checked and recorded regularly and
That the minutes record all decisions made as well as new policies/procedures introduced and the training completed including in house.

New Business: Water Connection/Spring
A request was brought forward for the town to provide water to a property on Noggin Cove Head Road in the spring. Council discussed the possibility of extending the town waterline to this area. This topic will be discussed further at future meetings.

The Request to reopen Lloyd’s Auto Service was approved as per policy.

Business: Central Destination Development Plan Session
This session, hosted by Adventure Central, was attended by Councillor L. Bailet. It dealt with improving tourism aspects around the province and ways to improve tourism in our own community.

Arising: FD Budget
Members are working on prioritizing the budget they submitted and will bring information back when completed. The FD Pickup was weighed on Dec. 17th, 2014 with 3 men aboard but without the Bunker Gear and BA’s (approximately 150 kg.). The gross weight was 3100 kg. The allowable gross weight for this pickup is 2900 kg.

Members were informed of a Bell Aliant Pole broken during snow clearing of a resident’s driveway on January 3rd, 2015. A representative from Bell Aliant was given the town’s insurance information as requested.

Rec. Damage to Rink
Members were informed of damage to the rink and volleyball court that was reported to the RCMP on December 8th, 2014. Rec. members are meeting on January 15th to discuss the damage. General Agreement to have the Town Worker to cut the pipe that is sticking out of the ground at the volleyball court due to the safety concern. Further to offer the Outside Worker Services if requested to assist with the repairs.
Fire Dept: Application for Equipment
The application process for the Fire Protection Vehicle Program and Firefighting Equipment Program is now open and will close on March 31, 2015. A copy of the application and guidelines has been forwarded to the Fire Department.
Truck (Added to Agenda)
Fire Department members are going to get the specs and go to the Dealerships to find a suitable pre-owned pickup. Several were found but were either ½ ton or only had a 6 ft. box. Members were informed that it is illegal to boost the suspension on a ½ ton pickup as was the previous custom.
