Arising: Sewer Issues/Meeting
The Town Engineer Jim Harty, Clerk/Manager, Town Worker, Councillor M. Nippard and Leroy Chaulk (rep for the residents with sewer concerns) met on Thursday, February 23rd, 2023. The Town Engineer advised there should not be a problem to block off the outfall at low tide suing an air drum and to block the required manholes to pump out the lines to put the camera through. He reached out to Lloyd Hefford who will submit a proposal to Council to do the job.
Council is in agreement to obtain 2 proposals from Lloyd; the first option would be to put the camera only through the section the blockages have been found in the past – that being bottom of Army Road to the outfall and the second option would put the camera through the whole sewer line. When prices are obtained Council will decide which option they will take.
The proposal must include video and pictures for Council following the camera inspection.

Insurance coverage is in place for the Junior Firefighter Pilot Program. The cost will be $100 up to April and $300 annually when the insurance premiums are up for renewal.
Building Age-Friendly Community Grant
Members were in agreement to apply for funding from the Building Age-Friendly Community Grant to prepare the groundwork and install 2 shuffleboards side by side at the Gazebo property.

The Water Report from testing by Government Services on February 7th, 2023 was satisfactory.

New Business: Complaint re Main Street
A complaint regarding the dip in the road in front of 92 Main Street was brought forward. A resident had damaged their vehicle and there was no signage in place to warn drivers. Signage has since been erected.
A complaint regarding a dip across the road on Main Street South and the shoulders of the road on Main Street South being blocked with snow was brought forward. Prior to the shoulders of the road being blocked, drivers had the option of avoiding the dip by driving on the shoulder of the road. Members were in agreement to bring this concern to Transportation and Works to see what they can do to fix the problem.

Business: SAM Activities
Members were informed that the Habitat Committee is working with Birds Canada to host a bird walk at the Interpretation Center around the end of April.
The SAM representative also advised there are plans for Birds Canada to do an owl talk at Phoenix Academy in March and they would like to promote this event through the municipality. Members were in agreement to contact the Habitat Chair as this event should also be coordinated through the Habitat Committee. Council will be informed if this is not possible and they will have the option to coordinate it themselves.

Arising: Jr. Firefighting Program (moved to first topic)
Mayor Howell welcomed Firefighter Ryan Ellsworth to the meeting. Ryan confirmed that both he and Cory Boone were the Coordinators for the Junior Firefighting Pilot Program. He said the program would cover ages 14 to 18 if approved and there are about 20 youth interested. They would like to start the program within the next week or so.
Ryan confirmed the course outline both he and Cory provided is what they will follow. Monday nights will be designated for the Junior Firefighting Program and Certified Instructors will be present during the training.
The cover page needs to be changed to the Carmanville Fire Department Logo and the section under “How it all began” needs to be corrected or removed from the manual.
The course outline and relevant information has been sent to the Town Insurance and we are currently waiting on their response regarding coverage.
Mayor Howell thanked Ryan for attending and clarifying their proposed program. Ryan left the meeting at 7:40 p.m.

Rink Lighting/Signage
A couple of lights at the Rink that were replaced are still not working. Members were in agreement to contact the electrician to check them out. Members were in agreement that although signage may not be put in place this winter, it would be passed onto the Rec. Committee to include “Helmets are recommended” on their sign when it is designed and erected.
Sewer Issues/Meeting
A meeting with the Town Engineer and the Spokesperson from the Meeting of Feb. 6th is tentatively set for Thursday, February 16th, 2023 at 2:00 p.m. Members of Council and Staff will also be in attendance. When confirmation for attendance is received from the Spokesperson, the date and time will be confirmed. Members will be notified and are welcome to attend.

Members were informed that the residence at 191-193 Main Street South is no longer liveable and is disconnected from power. Members were in agreement that the applicable tax rate be applied as per Council Policy.

Members were informed that the property at 360 A Main Street is no longer liveable, was not a primary residence, and is not connected to power or water. Members were in agreement that the applicable tax rate be applied as per Council Policy.
Waste Diversion Project

Water Usage & Flow Data
The Water Usage and Flow Data Reports for January were presented to and reviewed by members. The average water usage was 147,081gallons per day.
Operator of the Year Award
The deadline to submit nominations for the Operator of the Year Award is February 28th, 2023. This award is to recognize operators who demonstrate ingenuity, proficiency, dedication and professionalism in water and wastewater system operation.

Binders with the new Municipal Code of Conduct Act and the Municipal Codes of Conduct for Council and Administration/Staff were provided to members to take home for review. The Municipal Codes of Conduct will be brought back to the next meeting for adoption as the deadline for adoption is March 1st, 2023 and mandatory training for all members must be arranged by June 1st, 2023.
