Arising: Rink Survey
A draft copy of the Rink Survey was presented to and reviewed by members.
Sewer Issues/Meeting
The meeting with the citizens of Main Street South regarding their concerns with sewer issues has been scheduled for February 6th, 2023 at the Rec. Center at 7:30 p.m.
Committees
Public Works: Water Report
The results of water testing by Government Services on January 10th, 2023 were satisfactory.
2023 Water/Wastewater Workshop
The 2023 Water/Wastewater Workshop has been scheduled for March 28th to 30th, 2023 in Gander. Members were in agreement that the Maintenance Workers would attend as per past practice. Any member of Council wishing to attend should contact the office to get registered.
Incident Report
The plug-in for the trailer battery corroded and had to be replaced. Members were in agreement to alleviate this problem, the plug-ins for the pickup and trailer should be sprayed with rust check weekly. Further to ensure the spring loaded cover on the truck plug in is always in place when not in use.
Fire Dept: Poker Run
The Fire Department Poker Run is tentatively scheduled for February 25th, 2023, weather and trail conditions permitting.
Fire Dept: Jr. Firefighting Program
A proposal from Fire Department members to start a Junior Firefighting Program was presented to Council for consideration. While members fully support this venture, more information is required before the program can begin. The members involved in the program proposal will be contacted and once the required information has been submitted, they will be invited to the next meeting to present their proposal and provide any further clarification required.

Rink
Members were in agreement that hockey will be permitted on the new Skating Rink when the appropriate infrastructure has been put in place to provide protection to the residences in close proximity and the homeowners in that area have been notified of Council’s decision.
Youth Committee/Council
From the explanation provided by DM Blackwood, the Recreation Liaison, the Rec. Committee’s plan is to work with the school and have a youth committee set up at the school with the Chair and Vice Chair attending Rec. Committee meetings as youth representatives. Council has no objection to that request, nor was Council’s approval required for this. In fact 2 Youth Representatives were already approved by the Rec. Committee two or three years ago, set up and they previously attended Rec. Meetings.
Rec. Purpose/Role
The Rec. Committee was set up as an arm of Council to provide recreational activities and promote a healthy and active lifestyle for residents of Carmanville and surrounding areas. The infrastructure is owned by the Town and the Committee’s responsibility is the upkeep and maintenance of these facilities through fundraising – this is the substance of their Bingo application and license. The Mandate and Vision of the Rec. Committee should be in their possession and if not, they can reach out to RNL for guidance

Arising: Rink (Lighting)
(Deputy Mayor Blackwood and Councillor G. Blackwood arrived at the meeting at 7:35 p.m.)
The Rink Boards have now been installed and the rink is ready to flood. There is work remaining to be done in the spring regarding the installation of lighting and levelling up the ground in front of the double door and the single door. A concrete pad will be placed in front of the double door in the spring. The rink surface can be painted if members were in agreement and the Town Engineer would let us know the type of paint required.
In the meantime, temporary measures will be put in place to make the rink available for use this winter. This would include temporary lighting and a temporary pathway from the building to the single door to the rink.
