Skating Rink
The Rink boards have now been installed and the rink can be flooded for use as soon as the weather cooperates. There is still work to be done in the spring such as completing the groundwork around the entrances to the rink itself and the installation of permanent lighting.
In the meantime, we have installed a temporary walkway between the green building and the rink and we have an electrician installing temporary lighting this week so the rink will be ready to use as soon as it is cold enough to flood.
Please keep in mind that this is not a Hockey Rink – it is strictly a Skating Rink and pucks must not be used on the ice due to the possibility of damages occurring to residential properties surrounding the rink area.
The Recreation Committee is responsibility for the operation and maintenance of the Rink so check for updates from the Rec. Committee as to when the rink is flooded and open for use.
We hope you enjoy the new rink and please keep safety top of mind when using the rink.

Garbage Collection
Week of Dec. 25th – 31st, 2022
The Transfer Station will not be open on Wednesday, December 28th, due to Stat Holiday for them.
Therefore, Garbage will be collected on Thursday ONLY, (December 29th, 2022) for all Businesses and Residences.

Christmas 2022
Christmas is upon us once again and this year although COVID-19 is still circulating, life has returned to a more normal status.
The Community Tree Lighting will take place at the Rec Center Parking Lot on December 9th, 2022 at 7:00 p.m. There will be a hot chocolate stand and a cookie stand (cookies will be bagged). We have outdoor activities for the children so make sure they dress warmly. There will also be loot bags for the children and of course Santa will be there to hand them out.
The Santa Claus Parade will take place on December 10th, 2022 starting at the School Parking Lot. Following the Parade, Santa will be handing out Loot Bags.
The Recreation Committee have several Christmas Events scheduled – their calendar is online on Carmanville Connect and under “News and Events” on the Town’s website.
Rink
The new Skating Rink groundwork and foundation is now completed but unfortunately, the boards that go around the rink won’t be here until mid-January. As soon as the boards arrive, they will be installed with the hope that we will be able to use the new rink this winter.
Playground:
Although the playground is wholly and solely owned by the School, the Town has committed to help them in any way we can to get the playground reopened. The Town has the pea stone purchased as required for the new equipment which must be installed by a qualified installer. Hopefully this will happen when the Playground committee raises enough funds to purchase new equipment.
Water and Sewer Project:
Unfortunately we did not get approval for our Water and Sewer Project this summer but we have submitted an application for 2023-24 which will include connecting the 14 dry sewers that were installed in the last project and the installation of a Lift Station (across from the Rec. Center) that is required to add any more sewer lines. The next phase will also include 16 new residential services plus the School and will continue from the Church to the Rec. Center.
Noggin Cove Head Road:
The Town is responsible for the upkeep and maintenance of Noggin Cove Head Road. This fall we had ditching done, new culverts installed and the road widened out. Although the road is in much better shape than it has been for the past number of years, we ask that you exercise caution while driving the road. Please take your time and drive carefully.
Community Library Box:
The Carmanville Habitat Committee had workers this fall under a JCP Program to resurface the trail and do repairs along the trail and grounds at the center. This program allowed the Center, Craft Shop and BBQ to be available for a longer period than normal.
The workers built a Community Library Box with the intent to take a book and leave a book. The sign was done by the Town Student, Ashton Peddle. The Library Box is located in front of the Municipal Building on Noggin Cove Road. For the winter months, the books have been removed and brought inside the Municipal Building. They can still be accessed throughout the week from Monday to Friday from 8 a.m. to 4:30 p.m.
In the spring, the books will be put back in the box and will then be accessible 24 hours a day, 7 days a week.
Council would like to thank the Committee, the workers and our student for such a beautiful job on the box and sign and thanks to all who donated books. We hope the books available will be enjoyed by all.

We have had 2 by-elections in the past few months. Your council now consists of: Mayor Keith Howell, Deputy Mayor Kimberly Blackwood, Councillor Gordon (George) Blackwood, Councillor Dale Howell, Councillor Hayward Morgan, Councillor Tony Moyles and Councillor Mitchell Nippard.

Interested in giving back to your community? Becoming a volunteer fire fighter is a great way to do just that!
Not only will you be giving back, but you will also play a vital part in protecting your community!
Being a volunteer fire fighter provides endless opportunities for training and skill development, and it’s a great way to make new friends in the town and around the province!
The Carmanville Fire Department are currently recruiting new members. The CFD is an Equal opportunity.
If you are 18 years of age and interest in becoming a volunteer firefighter. Application's can be pick up Monday to Friday at the Town Office.

Newfoundland and Labrador Housing Corporation
The Home Energy Savings Program (HESP) is a provincial initiative designed to assist low income households ($32,500 or less) who consume 15,000+ kWh of electricity annually in making energy efficient retrofits to their homes. The program assists clients with retrofits that will make their homes more affordable and reduce greenhouse gas emissions that contribute to climate change.
General Information
Applications will be available July 4, 2017.
Clients who have received the Residential Energy Efficiency Program (REEP) will not be eligible for HESP.
NLHC will provide a pre- and post-energy inspection.
Grants of up to $5,000 will be available.
Applicants will be selected on a “first come, first served” basis.
HESP Upgrades
Examples of some repairs that will create energy efficiency are: basement and attic insulation; and draft-proofing.
